ADA & Accessible Parking Sign Requirements in California: What Property Owners Should Know

Accessible parking in California involves much more than painting a blue space and installing a wheelchair symbol. Property owners need to consider the number of accessible spaces, sign content, mounting height, van accessible identification, access aisles, pavement markings, and additional parking facility notices.

California properties can be subject to both federal ADA standards and California Building Code requirements. The current 2025 California Building Code became effective January 1, 2026. Requirements for an existing property can also depend on when the facility was built and whether it has been altered.

How Many Accessible Parking Spaces Are Required?

For most parking facilities, the number of accessible spaces is based on the total number of parking spaces in each individual parking facility.

Total Parking SpacesMinimum Accessible Spaces
1 to 251
26 to 502
51 to 753
76 to 1004
101 to 1505
151 to 2006
201 to 3007
301 to 4008
401 to 5009
501 to 10002% of total
1001 and over20, plus 1 for each additional 100 spaces or fraction of 100

The required number must generally be calculated separately for each parking facility rather than combining every parking area on a property into one total. Federal ADA standards also require at least one of every six accessible spaces, or fraction of six, to be van accessible.

Certain facilities, including hospital outpatient facilities, rehabilitation facilities, outpatient physical therapy facilities, and some residential facilities, can have different requirements.

What Does a California Accessible Parking Sign Need?

California accessible parking identification signs must display the International Symbol of Accessibility and meet specific visibility, location, and mounting requirements.

Under the California Building Code, the sign must be reflectorized and permanently installed where it is visible from the parking space. In general, the bottom of the identification sign must be at least 60 inches above the finished floor or ground surface. Federal ADA standards also use a 60 inch minimum mounting height for accessible parking identification signs.

The parking space itself also requires accessibility markings. California’s current accessibility provisions include requirements for the International Symbol of Accessibility to be marked on the parking surface.

The Minimum Fine $250 Requirement

California requires accessible parking identification signage to include the wording:

Minimum Fine $250

The important point is that this wording does not always require a separate physical sign. It may be incorporated into the primary accessible parking sign or provided as additional signage.

This means a properly designed combined sign can include the International Symbol of Accessibility and the required Minimum Fine $250 language on a single panel.

If an existing accessible parking sign already contains the required accessibility symbol but needs supplemental fine language, an additional plaque may be an appropriate option.

Van Accessible Parking Signs

A van accessible parking space must include the designation:

Van Accessible

Federal ADA standards require signs identifying van accessible spaces to contain this designation. At least one of every six required accessible parking spaces, or fraction of six, must be van accessible.

California allows the Van Accessible wording to be incorporated into the main accessible parking sign or provided as additional signage.

So a California van accessible space does not automatically require two completely separate physical signs. The required information can be combined when the sign is properly designed.

The Additional Accessible Parking Tow Away Notice Is a Different Sign

California also requires an additional parking facility notice for accessible parking areas.

This is not the same sign as the identification sign posted at each individual accessible parking space.

The additional notice must be posted either in a conspicuous location at each entrance to an off street parking facility or immediately adjacent to the accessible parking area where it is visible from the accessible spaces.

The California Building Code requires this additional sign to be at least 17 inches wide by 22 inches high. It must contain the required warning regarding unauthorized vehicles parked in designated accessible spaces and provide information about where a towed vehicle can be recovered or the telephone number to call.

For property owners, this distinction is important:

The accessible parking identification sign identifies the individual space.

The additional tow away notice provides the parking facility warning required by California code.

They serve different purposes.

Signs Are Only Part of an Accessible Parking Space

Installing the correct sign does not by itself make an accessible parking space compliant.

Accessible parking requirements also address:

• Parking space dimensions
• Access aisle dimensions
• Pavement markings
• Accessible routes
• Surface conditions and slopes
• Van accessible spaces
• Location relative to accessible entrances

Federal ADA standards generally require accessible parking spaces serving a building to be located on the shortest accessible route to an accessible entrance.

California has additional requirements for accessible parking layout and pavement markings, including requirements affecting access aisles and the International Symbol of Accessibility.

So when evaluating a parking area, signage should be treated as one component of the complete accessible parking setup.

For retail properties, accessible parking is often part of a broader parking and property signage plan. Explore our parking signs for retail properties.

California Requirements vs. Federal ADA Requirements

A generic ADA parking sign designed for nationwide use may not include all of the information required for a California property.

Federal ADA standards establish nationwide accessibility requirements.

California adds state specific provisions through the California Building Code, including requirements such as the Minimum Fine $250 language and the additional accessible parking facility notice.

That is why California property owners should consider both federal ADA requirements and California Building Code requirements when planning accessible parking signage.

Existing Properties Need Special Attention

A current building code does not necessarily mean every older property must immediately be rebuilt to the newest construction standard.

The requirements that apply to an existing property can depend on the age of the facility, previous alterations, the scope of new work, and other factors.

California’s Certified Access Specialist program allows property owners to have their sites evaluated by trained accessibility professionals. The California Department of General Services recommends CASp inspections as a resource for identifying construction related accessibility issues.

This can be especially important when a property owner is:

• Restriping a parking lot
• Changing a parking layout
• Renovating a building
• Adding parking spaces
• Replacing accessibility features
• Modifying an accessible route

Why Accurate Accessible Parking Signage Matters

Accessible parking requirements are not simply cosmetic.

Incorrect signage or other accessibility conditions can create enforcement problems and potentially contribute to accessibility claims.

However, it is important not to oversimplify California’s statutory damages rules. An incorrect parking sign does not automatically create a $4,000 fine or penalty by itself. Liability depends on the circumstances, the alleged access barrier, applicable law, and the facts of a particular claim.

For questions about legal exposure or the compliance status of an existing property, a qualified accessibility professional or attorney should be consulted.

Quick California Accessible Parking Checklist

Before considering an accessible parking setup complete, check the following:

• Confirm the required number of accessible spaces for each parking facility.

• Confirm the required number of van accessible spaces.

• Verify that required spaces have the International Symbol of Accessibility.

• Include the Minimum Fine $250 wording where required.

• Include the Van Accessible designation on van accessible spaces.

• Check identification sign placement and mounting height.

• Determine whether the additional accessible parking tow away notice is required.

• Check access aisle dimensions and markings.
